Targeted employment placement for persons with disabilities
Italian Law no. 68 of 12 March 1999, known as the Framework Law on the right to work of persons with disabilities, is a key reference point in the Italian system of workplace inclusion. The Law aims to promote the employment and integration of persons with disabilities in the labour market, enhancing their professional skills through dedicated support measures and active labour market policies.
The Law sets out specific hiring obligations for both public and private employers, who must ensure that workers with disabilities are employed as an integral part of their workforce.
The so-called "reserved quota" (quota di riserva) — that is, the number of workers from protected categories (categorie protette) that each employer is required to hire — is determined according to the size of the organisation.
A central element of the Law is targeted employment placement, a set of technical and support measures designed to:
- assess the working capacities of the person with a disability;
- identify the most suitable position;
- foster integration through job analysis, adaptation of the work environment, and support in workplace relationships.
The goal is to achieve effective and sustainable employment integration, taking into account the person's skills, aspirations and functional limitations.
The following categories may access targeted employment placement services:
- persons with a recognised civil disability of 46% or more;
- recipients of an ordinary invalidity allowance (i.e. persons whose working capacity is permanently reduced to less than one third);
- persons with work-related disabilities of 34% or more;
- deaf persons and blind persons;
- persons disabled in the line of duty, war-disabled veterans and civilians disabled by war, with impairments classified in categories I to VIII.
Registration is carried out through the Declaration of Immediate Availability for Work (Dichiarazione di Immediata Disponibilità al lavoro – DID), which can be submitted:
- at the relevant offices (including remotely, with the support of a member of staff);
- online via the regional Lavoro per Te portal (using SPID, Italy's public digital identity system).
The main requirements are:
- being at least 16 years old and having completed compulsory education;
- being unemployed or having an income within the limits set by law;
- providing the required documentation: ID document, Italian tax code (codice fiscale), disability assessment certificate (verbale di invalidità) and functional diagnosis (diagnosi funzionale).
From 1 January 2026, applicants wishing to register for targeted employment placement must submit both the disability assessment certificate (verbale di invalidità) and the functional diagnosis (diagnosi funzionale) to the Targeted Employment Placement Office (Ufficio per il Collocamento mirato) or to the relevant Employment Centre (Centro per l'Impiego).
Registration based solely on the booking receipt for the functional diagnosis appointment — an option available until 31 December 2025 — will no longer be accepted.
The Regional Government has, however, introduced certain exceptions to these general rules.
Registration without a functional diagnosis
Registration without a functional diagnosis is permitted for:
- persons of retirement age (67 or older) who are unable to obtain a functional diagnosis due to current restrictions on the INPS platform;
- persons with service-related disabilities, for whom no functional diagnosis is issued.
Registration with the appointment request receipt only
Registration is permitted on the basis of the appointment request receipt alone in the following cases:
- transfer from another Region of persons already registered for targeted employment placement, where the functional diagnosis was not required in the Region of origin;
- persons with disabilities for whom concrete and documented employment opportunities exist.
After registration, the person is taken on by the local Employment Centre (Centro per l'Impiego) or Targeted Employment Placement Office (Ufficio per il Collocamento Mirato).
This is followed by a guidance interview, during which the person's skills, experience, interests and career goals are explored. The pathway is then formalised in the Personalised Service Agreement (Patto di Servizio personalizzato).
Targeted employment placement provides:
- support with active job-search and CV preparation;
- referral of candidate profiles to local employers;
- applications for reserved vacancies in both the public and private sectors;
- information on reserved public-sector competitive examinations;
- job placements through social cooperatives;
- access to traineeships, training programmes and active labour market measures aimed at improving employability.
