Ministerial Decree n. 117 of 2 March 2023 has been published with the aim of activating innovative industrial PhDs within the NRRP. The goal is to enhance high-profile skills, particularly in the areas of enabling technologies, through the establishment of dedicated PhD programmes, with the contribution and involvement of businesses.
The decree assigned to the University of Parma 4,530,000 euros for the 50% co-financing of 151 three-years PhD scholarships starting from the next academic year in favour of PhD courses accredited pursuant to MD 226/2021 or on the basis of MD 45/2013.
The decree provides that Universities, as subjects implementing the NRRP, must identify partner companies of the innovative PhD courses. In order to meet the research and innovation needs and to create appropriate training Courses in agreement with PhD Courses Coordinator, the partners shall be willing to co-finance at 50% the innovative PhD scholarships. Furthermore, in order to achieve the objectives envisaged by investment 3.3 of Mission 4, Component 2, of the NRRP, during the implementation period of the Plan, the Decree Law n.13 of 23 February 2023 in art. 20 provides that to the companies participating in the financing of the innovative PhD scholarships is recognized (D.M. 352/2022 e 117/2023) an exemption from the payment of total social security contributions payable by employers. With the exclusion of premiums and contributions due to the National Institute for Insurance against Accidents at Work (INAIL), up to a maximum amount equal to 3,750 euros on an annual basis, re-parameterised and applied on a monthly basis, for each permanent recruitment of personnel units holding a research PhD or who is or has been the holder of contracts referred to in articles 22 or 24 of law 30 December 2010, no. 240.
Each company can apply for the benefit within the limit of two permanent positions for each PhD scholarship funded. The exemption applies, for a maximum period of twenty-four months, starting from 1 January 2024 and in any case no later than 31 December 2026. Still maintaining the maximum amount of 7,500 euros for each staff unit hired on a permanent basis and in any case within the overall limits of the foreseen resources.
By decree of the Minister of University and Research, adopted in agreement with the Minister of Economy and Finance and with the Minister of Labour and Social Policies, the procedures for recognizing the contributory benefit referred to in paragraph 1 have been regulated within the limit maximum expenditure of 150 million euros for the period 2024-2026
