The AVA System
The AVA system was developed to achieve three main objectives:
- the assurance, on the part of the MUR and through the evaluative activity of ANVUR, that institutions of higher education operating in Italy uniformly deliver a service of adequate quality to their users and to society as a whole;
- the exercise by the universities of responsible and reliable autonomy in the use of public resources and in collective and individual behavior related to training and research activities;
- the improvement of the quality of training and research activities.
In a framework of continuous evolution of the evaluation system that began in 2013 with the adoption of the AVA1 Model and continued with the revision in 2017 of the AVA2 model, a new proposal for revision has now been arrived at, also in coherence with what was prepared in the Ministerial Decree 1154/2021, concretized in the AVA3 Model.
The AVA 3 Model maintained a structure articulated in attention points grouped by areas of evaluation, clarified better the attention points themselves and the related aspects to be considered, commenting on them with Reading Notes and proposing a new formulation without question marks.

The diagram opposite depicts the structure of the AVA3 Model.
The model presence five evaluation domains:
- Area A - Strategy, Planning, and Organization
- Area B - Resource Management
- Area C - Quality Assurance
- Area D - Quality of Teaching and Student Services
- Area E - Quality of Research and Third Mission/Social Impact
Analogically, the AVA3 model presents different areas of assessment for the Boards the Departments and the PhD programmes.
