The University of Parma plays a proactive role in the regional innovation ecosystem promoted by the Emilia-Romagna Region and has equipped itself with an ad hoc service to profit from the research funding opportunities that are part of the calls for the promotion of innovation and scientific research issued by the Emilia-Romagna Region from the resources of the structural funds POR FESR, PSR and FSE. The Service "Support for Regional Research” performs the function of institutional liaison with the Emilia-Romagna Region and provides faculty with information, support and assistance services on financial management and administrative aspects related to participation in regional calls for proposals.

The Regional Operational Program of Emilia-Romagna is the programming document that defines strategy and interventions for the use of community resources allocated to the region by the European Regional Development Fund, within the framework policy of cohesion, economic growth and attractiveness of the territory.

For the 2014-2020 period, the Emilia-Romagna Region has developed its strategy for programming the available ESF resources, amounting to 786 million euros of European, national and regional resources. Two priorities are being pursued: to ensure that in the region all citizens have equal rights to acquire broad and innovative knowledge and skills and to grow and work while expressing their potential to the fullest; and, at the same time, to ensure that the training offer financed by the ESF responds more and better to the skills necessary for innovation and qualification of Emilia-Romagna businesses.

The Rural Development Program (PSR) is the governing tool for the development of Emilia-Romagna's agrifood system, approved by the European Commission. The Program invests in knowledge and innovation, stimulates the competitiveness of the agro-industrial sector, ensures the sustainable management of environment and climate, and promotes a balanced development of territory and local communities.

The University of Parma has joined several Clust-ERs, associations promoted by the Emilia-Romagna Region to foster knowledge exchange and collaboration between public and private entities in research and innovation.
