The University of Parma has joined for the academic years 2024/2025 and 2025/2026, after the experimentation implemented in the academic years 2022/2023 and 2023/2024, the Progetto di formazione PA 110 e lode, an initiative proposed by the Dipartimento della Funzione Pubblica to promote, encourage and incentivize the enrollment of personnel serving in public administrations in bachelor's and master's degree programs and university master's degree programs activated in our University.

The University of Parma has therefore finalized a two-year Protocollo di Intesa with the Minister of PA, signed on Oct. 23, 2024, aimed at offering, for the academic year 2024/2025, a series of university training courses to all civil servants, from any institution and any territory. The training offer may be adjusted for the academic year 2025/2026.

The project is among the objectives of the Piano Nazionale di Ripresa e Resilienza, which provides an intervention strategy for improving the efficiency and effectiveness of government.

The educational offerings proposed by the University of Parma for the academic year 2024/2025 include the following educational paths:

Admission requirements

Enrollment in PA 110 cum laude courses is subject to possession of the subjective requirement related to “civil servant” status, i.e., being in permanent, or fixed-term employment (the student no longer having civil servant status continues to be subject to ordinary University taxation from the academic year following the one in which the student was enrolled as a civil servant). This requirement must be possessed at the time of enrollment in the bachelor's or master's degree program at the university and self-certified.

The University, as well as the Civil Service Department through the Civil Service Inspectorate, reserve the right to conduct sample checks on the statements made.

Admission to PA 110 cum laude degree and master's degree programs is subject to taking entrance tests, knowledge tests or personal preparation tests based on the ordinary admission procedures provided by the regulations of each educational pathway. The maximum number of civil servants who can be admitted to the undergraduate and master's degree programs is determined in such a way as to ensure compliance with the sustainability criteria in terms of reference teaching of the same courses. The terms of enrollment in the courses of study are defined in the Manifesto degli Studi.

The requirements, deadlines for enrollment in undergraduate master's degree programs, the mode of delivery of educational activities, and the amount of the matriculation fee are defined in the bando di ammissione.

Frequency mode

Generally, attendance of face-to-face classes of bachelor's and master's degree programs is not compulsory, while for Level I and II undergraduate master's degree programs, attendance is compulsory in accordance with the bando di ammissione.  

Classes are delivered in-person, in accordance with the educational requirements and the class schedule indicated in the official calendar, consistent with the "Guidelines for the design, organization, management and publication of class schedules of courses of study at the University of Parma." The didactic material prepared by the teacher, which is configured as a functional tool to improve the participation and inclusiveness of the educational experience, is made available to all students, in order to facilitate the learning process, on the specific platform with access reserved for all students of the specific teaching.

Regarding undergraduate master's degrees, the planned teaching methods are indicated in the individual course outlines.

Profit verifications are conducted exclusively in presence, in accordance with the Regolamento Didattico di Ateneo.

Any propaedeuticities between profit exams indicated in the Teaching Regulations of the undergraduate and master's degree programs are not applied.

Subsidized university contribution

For enrollment in bachelor's and master's degree programs, a reduction of € 330.00 is applied. The reduction is arranged upon application and up to the total amount of the personalized university contribution due and/or paid.

However, the amount of the regional fee (€ 140.00) and the stamp duty (€ 16.00) are to be borne by the student/student civil servant.

For I and II level university master's degrees there is similarly a reduction of € 330.00 in the required registration fee for the individual master's degree.

Civil servants enrolled in bachelor's and master's degree programs who benefit from the above reduction may not apply for reimbursement of tuition fees as a result of receiving a scholarship, if any (regional scholarship is not provided for undergraduate master's degree programs). Therefore, even if a scholarship is obtained, no exemption is granted and the contribution payment is due at the previously stated amount.

Grants to students

Students enrolled in bachelor's and master's degree programs who take at least half of the CFUs required for each year of the course by the deadline of April 30 of the calendar year following the year of enrollment, and in any case for a maximum number of years equal to the legal duration of the course plus two, receive a contribution equal to 50 percent of the tuition cost incurred, up to a maximum of €1,000.00.

Students enrolled in undergraduate master's degree programs who earn the degree are entitled to a contribution of 50 percent of their own tuition fee up to a maximum of €2,500.00.

The University will be able to proceed with the disbursement of the above grant only after the Ministry recognizes and transfers the relevant amounts to which the statutory withholdings will be applied.

Methods of enrollment

The deadlines for applying for matriculation are the same as those established for the generality of students who intend to enroll in undergraduate and master's degree programs or at university masters.

The civil servant student who intends to matriculate in one of the educational pathways covered by the initiative is required to follow the directions given in the Manifesto degli Studi and/or on the dedicated web pages and/or in the admission notices, including those on how to pay the contribution.

For open-access undergraduate and master's degree programs, a self-certification of one's status as a civil servant (Autocertificazione status dipendente pubblico) must be submitted via e-mail by 12/31/2024 to the relevant Student Secretariat.

For undergraduate master's degrees, it is necessary at the time of application for the candidate to upload the self-declaration regarding the status of permanent or fixed-term public employee.

Membership must be renewed annually when registering for the following year.

Course abbreviation

A civil servant who already holds an Italian or foreign academic degree or a university career that was interrupted before the degree was awarded may request that his or her past career be evaluated for the purpose of course abbreviation.

For this purpose, an application may be submitted for second degree, re-registration following withdrawal/declining or course abbreviation, in accordance with the procedures specified in the Manifesto degli Studi.
