Cases of total exemption from university fees and contributions

Residence halls students with:

  1. recognition of handicap pursuant to Art. 3, Paragraph 1 and Paragraph 3, of Law Feb. 5, 1992 no. 104;

or with

  1. disability of 66% or more,

are entitled to total exemption from university feesi and make enrolment/inscription, with only regional tax and virtual stamp payments (156 euros).

To apply for the waiver you must:

  1. if you are a new student: declare your status and upload the relevant certification, in the enrolment procedure on Esse3 - Online Secretariat;
  2. if you are already enrolled: declare your status and upload the relevant certification in your reserved area of Esse3 - Online Secretariat under the menu item Secretariat> Certifications related to 104/disability/Specific Learning Difficulties/Special Educational Needs by April 30, 2027

Uploading the certification is also necessary to access the services offered by the University Center for Inclusion.

The submitted application automatically renews in subsequent academic years.

You must promptly notify the University of any change in the factual and legal situation that results in the loss of the requirements for obtaining this facility.

In case of false statements, the prescribed criminal sanctions will be applied and the forfeiture of the benefit obtained on the basis of the untrue statement (Articles 75 and 76 D.P.R. 445/2000).
If you have already paid the second and/or third instalment the refund will be disbursed to you ex officio in June 2027.

Students and students who are children of persons benefiting from the disability pension, established by Article 12 of Law 118/71 according to the provisions of Article 30 of the same Law, and with a valid ISEE 2026 for the right to higher education not exceeding 30,000 euros, are entitled to total exemption from university tuition and fees and make enrolment/inscription, with only the payments of regional tax and virtual stamp duty (156 euros).

If you fall into this category, you have to report your ISEE 2026 on the on the ER.GO website under the menu item MAKE APPLICATION ON LINE by 5 p.m. on November 4, 2026.

You can apply for waiver from Aug. 5 to 5 p.m. on Nov. 4, 2026 exclusively via online application.

Students and students children of victims of duty falling under the provision of Law 266/2005 art. 1 paragraphs 563 and 564, and with a valid ISEE 2026 for the right to higher education no more than 30,000 euros, are entitled to total exemption from university fees and contributions and carry out enrolment/inscription, with only the payments of regional tax and virtual stamp duty (156 euros).

If you fall into this category, you have to report your ISEE 2026 on the on the ER.GO website under the menu item MAKE APPLICATION ON LINE by 5 p.m. on November 4, 2026.

You can apply for waiver from Aug. 5 to 5 p.m. on Nov. 4, 2026 exclusively via online application.

Newly enrolled male and female students and those enrolled and enrolled in regular years of course, beneficiaries of or eligible for the ER.GO scholarship in the 2026/27 academic year, are entitled to total exemption from the personalized university contribution and make enrolment or renewal of enrolment with only the payments of regional tax and virtual stamp duty (156 euros).

Students and students who, upon publication of the ER.GO rankings, are found to be ineligible for the scholarship benefit, will have to pay the second instalment by February 28, 2027 and will not be able to interrupt their careers until after the relevant payment.


In the event of revocation of the scholarship, the persons concerned will forfeit the exemption benefit and will be required to pay the personalized university contribution within 60 days of the communication from ER.GO.


Students who have already made the payment of the personalized university contribution will receive the refund ex officio after the confirmation of the scholarship (June 2027).

N.B: For cases of disqualification, reference should be made to the call for benefits published on the ER.GO website.

Foreign male and female students who are recipients of scholarships from the Italian government under the Development Cooperation Programs and Intercultural and Scientific Agreements and related executive programs are entitled to total exemption from the personalized university contribution and make enrolment or renewal of inscription with only payments of regional tax and virtual stamp duty (156 euros).

If you fall into this category, you must submit the relevant documentation to the your student registry office or to the UO Contributions and Right to Education in Piazzale S. Francesco, 2.

Caregiver students and students with a valid ISEE 2026 for the right to higher education not exceeding 30,000 euros are entitled to total exemption from university fees and contributions and make enrolment/inscription, with only the payments of regional tax and virtual stamp duty (156 euros).

If you fall into this category, you must report your ISEE 2026 on the on the ER.GO website under the menu item MAKE APPLICATION ON LINE by 5 p.m. on November 4, 2026.

To be considered as a caregiver you must be living with and have one of the following relationships the severely disabled person:

  • daughter/daughter of the severely disabled person, cohabitant, in case of illness or absence of spouse/cohabitant;
  • cohabiting spouse, cohabiting civil union party, de facto cohabitant;
  • mother or father, including adoptive or foster;
  • brother or sister, cohabitant of the disabled person in case of death or absence of spouse/cohabitant, parents and children;
  • relative or kindred cohabiting within the 3rd degree of relationship in case of death or absence of spouse, parents, children and siblings.

You can apply for exemption from Aug. 5 to 5 p.m. on Nov. 4, 2026 exclusively through online application.

Student and student athletes are defined as: being part of the sports groups of the Ministry of the Interior and the Ministry of Defense; summoned to the national team of the relevant Federation and who, in that capacity, have participated in Summer/Winter Olympic/Paralympic Games, Summer/Winter Universiade, World Championships, European or Continental Championships (for Rugby, the Six Nations Championship (women's, men's and Under 20) and the Rugby Championship are equated with the European or Continental Championship. The European Cup (or Europa/Europe Cup) is equated with the European or Continental Championship),

These students are entitled to total exemption from university fees and contributions and make enrolment/inscription with only the payments of regional tax and virtual stamp duty (156 euros) provided that they have been enrolled for a number of years equal to or less than the normal duration of the course of study increased by one, in possession of the merit requirements and with a valid ISEE 2026 for the right to education at higher education not exceeding 30.000 euros.

Cases of reduced tuition and fees

Students enrolling in the first year of an undergraduate or second-cycle degree course and who have a graduation grade of 100 or 100 with honors are entitled to a reduction of 250 euros.
You do not have to apply for this reduction, which is arranged ex officio.

The university enrolment age is calculated from the first year of enrolment in any Italian university. A transfer of degree course or university does not reset the seniority.

For lapsed, dropout, or otherwise re-enrolling students, the year of first enrolment is rolled back proportionally to the year of the course to which one is admitted.

Students enrolling in the first year of a second-cycle degree course benefit from:
a) a reduction of 250 euros for graduation grade of 110 or 110 with honors
b) a reduction of 150 euros for graduation grade of 108 or 109
You do not have to apply for this reduction which is arranged ex officio.

The university inscription age is calculated from the first year of enrolment in any Italian university. A transfer of degree course or university does not reset the seniority of enrolment.

For lapsed, dropout or otherwise re-enrolling students, the year of first enrolment is rolled back proportionally to the year of the course to which one is admitted.
