Updates from 2 November 2026

From 2 November 2026, the digitisation of supporting documents for mission expenses will come into effect. For every expense claimed for reimbursement, the relevant supporting document must be uploaded to U-Web, subject to the exceptions set out in the Regulations and the instructions provided by the system.
•    If the supporting document is already in digital format, attach the original file directly without printing it.
•    If the supporting document is on paper, scan it or take a complete and legible photograph and attach it to the relevant expense.
•    The accepted file formats listed in the guide are PDF, JPG, JPEG, PNG and TIFF; PDFs are converted by the system to PDF/A for archiving purposes.
•    Do not send the mission summary or paper receipts via internal post, unless specifically requested to do so by the system.
•    Retain the original paper documents until you receive a message confirming that digital archiving has been completed. Only after receiving this notification may you dispose of them, subject to any retention obligations relating to projects or activities funded by third parties.

1.    Once the mission is complete, log in to U-Web and indicate whether the mission was carried out or not.
2.    Select ‘Complete reimbursement’ and enter the expenses in the ‘Final expenses’ section.
3.    Record an expense entry for each receipt to be reimbursed.
4.    Attach the receipt to the relevant entry. You can either enter the details manually or use ‘Add expense from attachments’.
5.    If you use automatic recognition, always check the suggested details and correct or add to them before saving.
6.    Submit the reimbursement claim and retain the original paper documents until further notice from the system.

The attached document must be a valid commercial or tax document that describes the expenditure, such as an invoice, receipt, commercial document, ticket or travel document. It must enable the nature of the expenditure to be identified and, depending on the type of document, the supplier or service provider, the date, the location or service and the amount.

Please note.

A POS receipt, bank statement, bank transfer receipt or notification from a payment app may document the method of payment, but does not replace the proof of expenditure. Where necessary, these must be attached alongside the commercial or tax document.

Submission of the original paper documents is required only when the system indicates that the mission has been selected for a random check or that it relates to a ‘blacklisted’ country for which the digitisation of supporting documents is not permitted. In such cases, please follow the instructions received by email and send the documentation to the relevant administrative office.
